AES Exemption ?

Can someone explain what the AES Exemption means when shipping international?
I have shipped a few packages and just always picked the top selection, not really knowing what it meant and have yet to have a problem.
Just wondering what it all means and what it's really for  :confused:

My limited understanding is that for most purposes on here the 30.37(a)  should be checked. But it's been a while since I've shipped internationally.

if shipping internationally I usually just check off the gift box
